Effective with January 2018 billing, customers receiving water & sewer service from the Altoona Water Authority will notice a "Water Capital Surcharge" and/or a "Sewer Capital Surcharge" listed on their bill. This surcharge is designated for capital expenditures and is a flat monthly fee based upon the meter size.Read more
